GGUOFUHEE Inks MoU with Bintulu Port in Malaysia To Boost Sarawak’s Clean Energy Transition
Kuching, August 11, 2025 - The "Public-Industry Engagement Day and Lauching Ceremony of the Sarawak Energy Transition Policy (SET-P) - Memorandum of Understanding Exchange" hosted by Ministry of Energy & Environmental Sustainability Sarawak (MEESty), commenced grandly in Kuching today, aiming to propel Sarawak as a regional hub for green energy and sustainable fuels. During the ceremony, three international companies exchanged Memorandum of Understanding with Bintulu Port Holdings Berhad (BPHB). Bintulu Port Holdings Berhad is an investment holding company with Bintulu Port Sdn. Bhd. (BPSB), Samalaju Industrial Port Sdn. Bhd. (SIPSB), Biport Bulkers Sdn. Bhd. (BBSB) and Borneo Oil and Gas Supply Base Sdn. Bhd. (BOGSB) as its subsidiaries. Strategically located on the central coast of Sarawak, positioned at the regional nexus of West Malaysia, Singapore, Brunei, and Sabah, it serves as one of Malaysia's primary LNG export ports. Jiangsu Guofu Hydrogen Energy Equipment Co., Ltd. (GUOFUHEE) stands out as the sole Chinese enterprise among the three signatories. GUOFUHEE formally signed a Memorandum of Understanding with BPHB, marking the first major hydrogen energy engineering solution company to explore collaboration between a Chinese enterprise and a Sarawak-based company. The signing ceremony was witnessed by Sarawak Premier, Datuk Patinggi Tan Sri (Dr) Abang Abdul Rahman Zohari Tun Datuk Abang Openg, alongside Sarawak Ministers senior officials. Mr. Wu Pinfang, Chairman of GUOFUHEE, and BPHB Director, Dato Sri Fong Joo Chung, signed the agreement on behalf of their respective organizations. This collaboration will commence with the feasibility studies and technical evaluation on a 10-ton/day liquid hydrogen demonstration project and explore diversified port hydrogen application scenarios, ultimately establishing Sarawak as a green energy (liquid hydrogen) export base. Core to this collaboration is the integration of "Port + Hydrogen Energy". The initial phase will center on implementing Southeast Asia's first 10-ton/day liquid hydrogen demonstration project. Leveraging BPHB's Bintulu Port deep-water terminal and logistics hub advantages, the project plans for an integrated liquid hydrogen production, storage, and export facility. Initial production will prioritize fulfilling Sarawak's local demand for high-purity hydrogen in transportation and industry, with surplus volumes targeted for export markets. A key advantage lies in the deep integration of Sarawak's abundant renewable resources (hydro and solar power) to achieve a low-carbon "green electricity to green hydrogen" closed-loop solution across the entire hydrogen value chain. Based on the consensus reached with the Malaysian government and agreement among the partners, once the initial 10-ton/day project achieves stable operations, the facility will be upgraded into a production base with a capacity exceeding 100 tons/day. This expansion will be undertaken in collaboration with relevant agencies and leading listed energy companies in Malaysia. Premier Abang Johari highlighted Bintulu Port’s strategic location as “connecting Southeast Asia and radiating globally,” underscoring its pivotal role in advancing Sarawak’s green energy transition. Looking ahead, the Sarawak Hydrogen Industry Base will utilize GUOFUHEE's core liquid hydrogen technology expertise to ensure scaled-up production and safe operations. Key product export markets include South Korea, Hong Kong SAR, China, Malaysia itself, Singapore, and other East/Southeast Asian regions, addressing the regional shortage of high-purity liquid hydrogen. Capital-wise, the industrial base project will attract investment from Malaysian sovereign funds and leading local energy companies. This "Technology + Capital + Resources" synergy aims to provide funding and localized operational support, solidifying the industrial foundation. Per the plan, the 10-ton/day demonstration project is scheduled to commence construction in 2026 and become operational in 2027. Over the next five years, development of the 100-ton/day base will progressively advance, ultimately forming a complete "Production - Storage - Transportation - Marketing" hydrogen energy ecosystem. This landmark China-Malaysia partnership, announced at the Sarawak Energy Transition Policy (SET-P), not only injects momentum into Sarawak's green hydrogen economy but also signifies a crucial shift for the Southeast Asian hydrogen industry chain – transitioning from "planning" to "scaled-up implementation."
